The registry can't be modified if you doesn't have the correct permissions.
If you already tried, and failed, You'll continue failing entering in one way or another.
What you can do is tell the administrators to change those values for you. That's the correct way, now, if you are making that I suppose you'll not walk in the correct paths so, what you can do is give your self Administrative permission... but in that you are on your own.
